Virginia Background Checks to Become a Foster Parent

All adults living in the home complete background and safety checks. This is one of the ways we protect children and build trust in the foster care process. While this step can feel intimidating at first, most families find it to be straightforward and reassuring once they understand what to expect.

In Virginia, these checks are required under Virginia Code §  63.2-1719 and §  63.2-1720, which outline the screening and eligibility standards for foster and adoptive parents. The goal is not to discourage families, but to make sure children are placed in safe and stable homes where they can begin to heal and grow.

What These Screenings Typically Include
  • A criminal history review
  • A search of the child abuse and neglect registry
  • A driving record check
  • Background checks for all adults living in the home

Lived outside Virginia in the past 5 years? Virginia also requires background and child abuse registry checks from those states. This helps ensure consistency and safety no matter where someone has lived. We guide you through this process and help gather what is needed so it does not feel overwhelming.

What If You Have Questions About Your Past?

Many people have questions or concerns about their past and wonder whether it could affect their ability to foster. However, every situation is unique. Some offenses do not create barriers at all. In other cases, the team may consider how much time has passed, what has changed, and the stability you have built in your life today.

Most importantly, transparency matters. When you share openly and honestly, we can support you, answer your questions, and help you understand your options. Our goal is not to “catch” anyone or create stress. Instead, we want to walk alongside you and help you move forward with clarity and confidence.

So, if you feel unsure about your situation, we encourage you to reach out and start a conversation. Many families feel relieved when they learn they have more options than they expected.
