About Kathryn Likins
Kathryn Likins, MSW, holds a Bachelor of Science in Social Work from George Mason University and a Master of Social Work from Virginia Commonwealth University, specializing in trauma-informed care, attachment, and trauma-related diagnoses. With over eight years in child welfare, Kathryn has worked extensively in roles supporting foster parents, children, and biological families. Her experience includes case management, administering state grants, and ensuring children are placed in nurturing, supportive foster homes. Outside of work, she enjoys baking, cooking, bird watching, and gardening.
 
Kathryn is passionate about creating stable environments for children in foster care. She believes that choosing and supporting exceptional foster parents is critical to each child’s success. Quality foster parents bring not only stability and understanding but also resilience and compassion, which are vital for the youth in Impact’s care.
 
Treatment Foster Care
Impact provides Treatment Foster Care services to the state of Virginia. Treatment foster care offers children or youth extra support while they work toward achieving permanency. Specially trained foster families care for these youth. When children leave their homes, the local Department of Social Services (LDSS) takes custody and places them in licensed foster homes. Some situations, however, demand additional support. Impact’s Treatment Foster Care services helps when a child needs more assistance due to trauma or when LDSS lacks a home that can meet the child’s needs or accommodate their siblings.

Kinship Connect: Fostering Stability and Connection

Impact’s Kinship Connect program aligns with Kathryn Likins’ vision of supporting family unity and promoting stability for children in care. Kinship placements—with relatives or close family friends—offer children the comfort of staying connected to familiar people, places, and routines, which Kathryn believes is vital to their emotional well-being and long-term success. Through Kinship Connect, Impact provides comprehensive, family-centered services, such as assessments, caregiver engagement, and supervised visits with siblings and extended family, fostering meaningful relational bonds. Kathryn’s commitment to the program is rooted in her belief that maintaining these connections gives children a sense of belonging and continuity, helping them thrive in a supportive environment. For Kathryn, Kinship Connect embodies the belief that children do best when surrounded by familiar, loving faces, and she works tirelessly to ensure caregivers have the resources they need to succeed in these roles.
